My apologies for your recent and ongoing frustrations. Can I please confirm what type of Outlook platform you are currently using? Generally speaking, you would have an 'Accounts' tab located in either your top menu or sidebar (Depending on what type of Email platform you are currently using; the Layout will differ). When selecting the desired account, you can either opt to remove the account via. a 'Remove' button, and 'X' or by right clicking the account, and requesting to Remove the account.

Naturally, this would depend on what type of Outlook program you are using. Unfortunately, as Outlook is not a Telstra product, our knowledge of the product stems from our own personal experience with the program, and as such, if you are still experiencing issues, I would recommend visiting the Outlook website directly, or potentially chatting with our Technical Support teams via. the following 13 39 33 number.
